OMAR RODRÍGUEZ SERVIN
Associate Of Counsel at Lexin Legal Advisors.
Specialist in Criminal Law and International Law, with knowledge and
experience in rule of law and global anti-corruption issues, with emphasis on the
Foreign Corrupt Practices Act (FCPA) as well as in investigations
and sanctions procedures of the Multilateral Development Banks.
Graduated from the Catholic University of Asunción where he was an
assistant professor of Criminal Law. Currently, he is a PhD Researcher at Georgetown
University Law Center in Washington, DC. (USA) where he
obtained the title of Master of Laws (LL.M.) in International Law. During that period he
served as a publications advisor for the publisher of the prestigious Georgetown Journal
of International. Law. He also holds a Master
of Laws (LL.M.) in Criminal Sciences from the Westfälische Wilhelms-Universität Münster
(Germany).
Recently, he was a legal consultant to the Sanctions Committee of the
Inter-American Development Bank (IDB) in Washington, DC. He was also a legal consultant
to the Legal Vice Presidency of the World Bank in
Washington, DC., where he was in charge of investigating and preparing reports on Rule
of Law issues in Latin America.
Omar has vast legal experience in public service in Paraguay, including
Legal Advisor in the Criminal Chamber of the Supreme Court of Justice, Vice Minister of
Criminal Policy of the Ministry of Justice and member
of the Legal Department of the Presidency of the Republic.
